Professor Graetzer was born in Germany in 1893 and earned the Diplom-Ingenieur (with distinction) from the Institute of Technology, Munich, in 1920. He served in the German Army 1914-1919. Prior to WWII, his land and assets were confiscated to build an air base, and he emigrated to the United States. After 18 months of farm work, he became a tool designer, then an aerodynamicist and research associate at Wayne State University, Detroit.

He joined AFIT as Acting Head of the Aeronautical Engineering Department in 1947, was named Head in 1949, and became Dean of the School of Engineering in 1956 and Dean of Faculty in 1961. He retired in 1963, but taught in the Minuteman Education Program at Malmstrom AFB, Montana until 1965. He died in 1967. His leadership was very instrumental in establishing and accrediting BS and MS programs unique to the Air Force.
